    Assistance to Training Institutions (ATI)

    Purpose:

    The Assistance to Training Institutions Scheme provides capital grants and programme support for establishing, strengthening and expanding Entrepreneurship Development Institutes and other eligible MSME training institutions. It supports infrastructure and entrepreneurship or skill-development training programmes.

    Primary Benefit

    Financial assistance of up to ₹3 crore for eligible State-level Entrepreneurship Development Institutes, along with support for infrastructure and entrepreneurship or skill-development programmes.

    Key documents:

    The proposal may require institutional registration and ownership records, State or UT recommendation, detailed project report, infrastructure plan, cost estimates, audited financial statements, previous assistance details, training plan, land or building records, governing-body authorisation and other documents required by the Ministry. Applicants must follow the applicable guidelines and application checklist.</p

    Can an individual apply directly?

    No. Infrastructure assistance is intended for eligible training institutions and EDIs.

    What assistance is available?

    Capital-grant support for infrastructure and programme support for entrepreneurship and skill-development training.

    What is the maximum assistance for a State-level EDI?

    Up to ₹3 crore per eligible case.

    Who implements the training?

    Ministry-supported institutions, eligible EDIs and approved training organisations.

    Beneficiary:

    • National-level training institutions working under the Ministry of MSME. • Eligible institutions such as NI-MSME, KVIC, Coir Board, Tool Rooms, NSIC and MGIRI. • Existing State-level EDIs owned and controlled by a State Government or Union Territory Administration. • State-level institutions seeking assistance must satisfy the ownership, control, recommendation and infrastructure conditions specified under the scheme.

    • Capital grant for creating or strengthening training infrastructure. • Support for expansion and modernisation of existing institutions. • Programme support for entrepreneurship and skill development. • Assistance for developing first-generation entrepreneurs. • Support for increasing employability and self-employment. • Maximum support of up to ₹3 crore for an eligible State-level EDI.

    How To Apply

    1. Prepare an institutional proposal for creation, strengthening or expansion of training infrastructure.
    2. Include the proposed activities, costs, expected outcomes and implementation schedule.
    3. Obtain the recommendation or approval of the concerned State Government or Union Territory Administration, where applicable.
    4. Submit the application to the designated official in the Ministry of MSME.
    5. Provide clarifications or additional documents when requested.
    6. Assistance is released following appraisal, approval and sanction.
