Micro & Small Enterprises Cluster Development Programme (MSE-CDP)
Purpose:
MSE-CDP improves the sustainability, productivity and competitiveness of Micro and Small Enterprises through cluster-based development, Common Facility Centres, infrastructure support, technology improvement, skill development and green manufacturing.
Primary Benefit
Financial assistance for establishing Common Facility Centres with eligible project cost up to ₹30 crore and infrastructure-development projects up to the applicable scheme limits.

Can an individual MSE apply for its own machinery?
No. The scheme primarily supports shared cluster facilities and infrastructure.

Yes. Applications are submitted online and processed through the prescribed institutional channel.
What is the maximum eligible project cost for a CFC?
Up to ₹30 crore under the guidelines referenced by APMSMEONE, subject to the applicable funding pattern.
Beneficiary:
Eligibility • The scheme is applicable to clusters of Micro and Small Enterprises. • A Special Purpose Vehicle is generally required for a Common Facility Centre proposal. • The SPV should ordinarily be constituted as a Section 8 company under the Companies Act, 2013, subject to applicable guidelines. • State Governments, their autonomous bodies and eligible implementing agencies may submit infrastructure-development proposals. • The proposed facility should address common requirements of the participating MSEs and should not merely benefit an individual enterprise.

How To Apply
1. Register as a new user on the Cluster Development Programme portal.
2. Sign in using the registered user ID and password.
3. Select the application for a Common Facility Centre or Infrastructure Development project.
4. Complete the cluster, SPV, member, project, land, machinery, infrastructure and financial details.
5. Upload the required documents and finalise the application.
6. Print and sign the completed application.
7. Forward the application and documents through the concerned State Government or authorised institution.
8. The State Government forwards the proposal to the concerned MSME office for verification and recommendation.
9. The proposal is examined and considered by the competent authority under the scheme.
