    SIDBI Assistance Schemes for MSMEs

    Purpose

    SIDBI provides direct financial assistance to eligible MSMEs for acquisition of machinery, establishment of new units, expansion, modernization, diversification, working-capital needs, energy efficiency, cleaner technology, electric vehicles and sector-specific business requirements. It also provides refinance and institutional finance to banks, NBFCs and MFIs, but an MSME seeking a direct loan ordinarily applies under SIDBI’s direct-credit products.

    Key documents:

    The list varies by product and loan size. Common documents include: online application form; Udyam Registration Certificate; PAN and Aadhaar of promoters; GST registration and returns; constitution documents; registered office and factory address proof; bank statements; income-tax returns; audited financial statements; provisional financial statements; projected balance sheet, profit and loss account and cash-flow statement; project report; machinery quotations; implementation schedule; details of promoter contribution; existing loan statements; collateral/security papers, where required; statutory approvals; pollution-control approvals; licenses; and details of directors, partners, promoters and guarantors. Green-finance products may require an energy audit, technical assessment or environmental-benefit calculations.

    SIDBI was established under the Small Industries Development Bank of India Act, 1989, and commenced operations on 2 April 1990. Its assistance is provided under board-approved credit policies, product guidelines, RBI directions and applicable Government/MSME programmes. Current direct-credit products include machinery finance, project finance, working-capital assistance, green finance and sector-specific products. Product conditions are revised periodically, so the current product brochure and sanction terms should be treated as controlling documents.

Availability of a specific product depends on the applicant’s MSME status, business activity, operating history, location, borrowing requirement, financial performance and SIDBI’s prevailing product guidelines.

    Applicable Fee

    Applicable Fee There is no single uniform fee for all SIDBI products. Depending on the facility, charges may include processing fees, documentation charges, legal-search fees, valuation charges, credit-information charges, inspection charges, mortgage or security-creation charges, insurance and applicable taxes. Interest rates are product- and borrower-specific and may be linked to SIDBI’s applicable benchmark or internal pricing framework. Applicants should obtain a written term sheet or sanction letter containing all charges before acceptance.

    Mode of Fee Payment

    Fees and charges should be paid only through SIDBI’s authorised payment channel or deposited into the account specified by the responsible SIDBI branch. The payment should be supported by an official receipt, debit advice or account entry. Applicants should not make payments to an unauthorised consultant or intermediary. Where a registered referral partner assists with filing, the SIDBI portal states that the partner is not entitled to compensation from SIDBI merely for submitting a lead or application.

    Time Required for Decision

    No single turnaround time applies to every SIDBI product. System-driven products such as EXPRESS are designed for faster in-principal decisions, while project loans and customized facilities require detailed technical, financial, legal and security appraisal. Processing depends on the completeness of documents, promoter background, credit history, project viability, security perfection, valuation, legal search and statutory approvals. The online portal promotes quick processing and minimum paperwork, but final sanction is subject to SIDBI’s appraisal and fulfilment of conditions. sidbi.in

    Online Grievance Redressal Link

    the complaint may be escalated to Level I using the Complaint ID. If it remains unresolved
    within five working days after Level I escalation, it may be escalated to Level II, the
    Chief Grievance Officer or Alternate Chief Grievance Officer. [sidbi.in] An eligible unresolved
    complaint involving deficiency in banking service may subsequently be submitted through RBI’s
    Complaint Management System, subject to RBI Ombudsman conditions.

    Online: Applicants can register and submit a loan proposal through SIDBI’s Online Loan Application Portal. Existing customers may use the SIDBI Customer Portal or SIDBI 4U application where the relevant facility is available. Offline: Applicants may contact the nearest SIDBI branch and submit the proposal with supporting documents. SIDBI also provides an online enquiry form for assistance in identifying a suitable product.
